The swimming step issue is more to do with width. The corners might scar the water.
What I was referencing was the actual physical interference of the swim brackets in relation to where the hinges need to be mounted.
Also, tall guy, a lot of surf systems create a list. I know transom lift is vital to the way GSA works. Yaw of the hull I have never really heard talked up?

The SurfGate/Nautique approach is primarily yaw based. The hull is held slightly "sideways" relative to the direction of motion (e.g. the heading is divergent from the bearing), and the side of the hull creates the wave. Such systems project control surfaces sideways beyond the natural line of the hull to impart yaw. Malibu likes to wave around their "delayed convergence" marketing phrase but it's really a hull yaw angle issue.
TAPS3, GSA, Gen2, and similar systems are primarily list based. The hull is "tilted" relative to the surface of the water, and the displacement of the hull on the deeper side creates the wave. Such systems project control surfaces down, below the bottom of the hull, as opposed to the SurfGate style projecting them sideways.
TAPS 3 has some yaw in it for sure. I watch it yaw every time it engages. Also, that's why the tab has a 90 degree lip to catch and pull. So, the tab lifts for list and then pulls that corner of the boat a little for some yaw.

Anyways...that's what it looks like to me
You are correct sir, its a hybrid.

Sure, both systems have a bit of the opposite axis involved. That's why you have to countersteer against a TAPS2 (center tab only) boat with lots of ballast - it wants to yaw a bit. And obviously the yawed hull of a SurfGate-style boat is going to want to turn into the yaw angle, so again you have to countersteer. But the two systems obtain their primary effect from rotation about different axes.
Well....Dakota Sir....you are correct! The swimstep brackets are in fact in the way. By mocking this up by hand I am only able to to get 16 degrees of upward deployment before it hits the swimstep bracket. (I am at least 10 degrees off the suggested 24-29 degrees as instructed). They recommend 4" from the edge of the boat, if I jump that to 7 3/8" then I can fit the tab between the brackets and can get 23 degrees upward retract, but the actuator won't have anywhere to mount because if he beveled edge on the transom where the exhaust exits are.
I have sent my little puzzle problem to a Ryan at GSA see what he says. I am guessing they have already tackled this issue as there is a 22ve with the system installed. See what Ryan has to say in a few hours when he wakes up.
Keep ya'll posted, thanks for all the replies and assistance guys...

I know when I was considering the same on my 24Ve, it was going to require new brackets for the swim deck. I was going to remove the factory ones, and modify them to raise slightly and be more of an L bracket than a triangle, if that makes sense. I cannot recall exactly what my plan was, but it was not too crazy but did require some fab work.
Also, I am quite certain that moving them inboard is not the solution for sure--4" from the corner is vital to making it work correctly. Find yourself a good welder in the area, draw it on a napkin, and fix it up!

Well jut got off the phone with Ryan...he says Tige specifically does not require the full 24-29 degrees that is for MasterCraft and other boats. So the install will commence....after a large cup of coffee!
