thats called the surface charge. once thats knock off with a litte load, you will see the actuall static charge.

Yes, the 13.3 is called a surface charge. a fully charged 12V battery is 12.8. Fallowing a strong charge from a charger, its normal for the voltage to be well above 12.8. once a load is put on the battery, that surface charge is scrubbed off. Leaving one overnight will usually accomplish the same thing.
