Ballast Tige 21 pre

Okay here is the deal I bought a Tige 21 pre older boat I have been speaking to different people /dealers about ballast i want to weight my boat for surfing and a bigger wake for wake boarding to hold me over til I can buy a newer boat so help me out here everybody has an opinion but i need to know specifically from people who either own or use to own a 21 pre how to weight it where to place the saks and what saks you recommend and How many Thanks in advance I really dont have much experience but want move ahead any and all help will be appreciated.

What year is the boat and is it a V-Drive or an direct drive?

I've got a '99 21v. Usually we just put around 500-700 lbs in the rear locker on the side we want to surf and move people to that side. I set the TAPS to 7 and PerfectPass to 11 MPH.
