Transmission oil reading? how to?

Can I check my tranny oil without running the boat, or is that required? I always seem to be low on oil or the oil not showing on the tranny dip stick when I check it prior to going out. I was told 2 quarts in the tranny, 1 quart of 30 weight in the v-drive for the 08 22ve.

IIRC, you check with engine off. I do know that setting level in the water is the best.
