Starter/Fan running all the time

I have an '02 21v. Lately whenever I start up the boat I am hearing what I believe to be a starter/fan noise running constantly. My boat has always made this noise when I turn the iginition on, but it turned off once I started the motor. Any ideas?

mine did that when the ignition went bad it would keep the starter engaged.

I have the same boat and had a similar issue a couple years ago. It might be one of the two relays (looks like a 1" black cube) on the top of the motor (near the IAC). One of them goes to the fuel pump. Unplug each one, one at a time and see if either stops the problem. If that's it, it's a $20 part at any auto store.
