Surf taps intermittently do not work

I have a 2017 Tige R21 and the surf system intermittently does not work. Dealer installed brand new actuators which did not fix the issue. If I cycle the battery on and off several times I can get them to start working and continue to work until I turn the battery back off. Seems to be some kind of startup issue. The taps try to retract when you first turn it on, but sometimes they don't even try and you know they won't work without cycling the battery again. The center tap always works. The same issue happens in dealer mode. Does anyone know what might be the issue?

Typically having to reset the master switch is an overcurrent fault on the PDM. I've seen where its actually water in the center actuator that causes the PDM to overcurrent fault.
