Taps 2 not holding position

Hi there, I tried to search and couldn’t find anything specific to this or perhaps I suck at searching. Anyway, I have an 06 22ve. The taps gauge and plate are working, but the plate will not hold position. Not sure if the system is hydraulic or electric. Need some direction for where where to start. Thanks.

Taps pump/tank is in the aft starboard corner. It is probably low on fluid.
