Different flow of water out of exhaust 2003 21i 350 marine power

I’m getting plenty of water out of one exhaust and hardly any out of the other. I’ve replaced impeller, but not sure next step. I was thinking about restricting flow to the good side, but I don’t know the consequences. It is hooked up to the garden hose, and I have pretty good water pressure out of the hose. Any suggestions? Is this normal?

Did you have an impeller failure at some point?
I would pull the hoses to each exhaust manifold and check for impeller parts or other blockages.

Will it cause any problems to hook a water hose up to each hose before they go into the manifold? Will that pushed water straight out through the exhaust system. I checked the hoses and they are clear. I don't know how to think about from the manifold to the end of the exhaust.

I agree with Sonic. My boat had same exact problem. Old impeller chunks were clogging up the trans cooler and the water flow out the exhaust was uneven. Once old chunks were removed, water flows evenly out both exhaust ports.
