Tilt motor just clicking

The tilt motor on my 82 Mercury just clicks when i press the button. What is the problem?

you need to see if you have power to the motor
apply 12v post to blue wire, neg to green, motor should tilt up
visa versa

Trim pump could be seized as well if it still does not move after bypassing the trim buttons on the binnacle.
