Accessing the rudder

I am attempting to remove remove the access pannel in the rear ski locker of a 02 21i. I am unable to get it out. I have not been able to locate any screw holding it? Does anyone know, should it just lift out?

There should be some panels that are screwed into the seat back that are holding the panel covering the gas tank down.
