2007 24ve rear ballast tanks don't drain completely

Hello I just bought a 2007 24ve love the boat it has the factory ballast bags under the front seats and hard tanks in the rear .
The rear tanks don't completely drain . they drain till there is about a quarter left in each tank left is this normal?
