Unlocked means that the phone is not handicapped by the service provider and the owner can take it into another cell phone service provider if they opt to do so. However, that new cell phone service provide needs to have the same network communication method that AT&T does. IOW, you can not mix apples and oranges when communication comes from the phone to the cell phone service provider.
