I would agree. Another thing could be is he is the police here, and I know I would say all of us keep it in control, however there could be those rogue few, so maybe that's it. PM him and let me know what you find out.

Well i failed my quota for the weekend.

I say PM Matt. I don't think 45 or even 60 secs is unreasonable. How bad can the server be? There are only a few hundred of us, and the most there have ever been online at once is 42. if the server this is hosted on is not able to handle that.....But I don't know everything about it.
