12K is going to be a hard counter to match. However, i wouldn't tell him what they will give you for pay. Let them counter blind. You might be surprised....

Yes I have done it but working with the government like I do they usually don't come back with counters. There are some exceptions but usually they do not. IMO, just be honest with him and he will respect you.
