If its smooth, steady and not loping, then id say its normal. The throttle body is set at whats called "minimum air rate". Even if the IAC pintle was completely seated in bore, the engine should still maintain an idle. In my experience, this speed tends to lope a little. So when the idle speed is still being controlled by the ECM, its smooth.
