If they are ranked in the top ten in their position or so NFL .com does not allow you to drop them. It is to keep a team from helping out another team that has a low waiver choice. Basicly you can talk to another team with that choice drop him and he can pick him up. without a trade review by all the teams in the league.
Does that make any sense?
