Just left it in the boat. It's sitting on the floor of the locker, as far back as a could. It had to have been placed to level out the boat, so I figure it should probably stay.

Technically, I think it is one (singular) plug...and one strainer.

Mine looks similar but doesnt drain even with the plug oout, does the boat have to move to get water to flow out

I've used that dumb cooler once. I think the same water bottles have been rolling around in there for 3 years.

Do a search for Pop Products (I think that was the name). I think they sell sturdy sacs with handles, either empty or loaded with steel shot. Obviously shipping would kill you on the filled bags, but I've read of several people who go by their local tire shops and pick up their removed balancing weights for free.

Edit, it drained out my ice waterbbut not water i put in to clean it with a week later

I noticed when I was putting my tower up yesterday that I have some what looks to be rust on the weld. Should I be concerned? Would you leave it alone, put some paint on it, scrub it down then put paint on it, or something else? Anyone else had this? I don't want to be the next one to report that my tower snapped.

No. Mine just needs to be on a significant incline. I pull the plug when we trailer the boat, and it drains on the drive home because we have some decent hills.
