My Taps stopped working while driving in rough water this weekend on my 2004 22V. I also noticed that the switches that control the blower, nav lights and courtesy lights also stopped working (and don't illuminate when switched). Any ideas?

Nope! It's definitely the fuse!! I just did the exact same thing last week. There is one hot lead (red wire) going from the battery (perko) switch that is a smaller gauge than the starter 0 gauge cable (you may have an additional for the stereo, but at least one will be for the blower, bilge, lights, etc...)
Mine had a "short stop" fuse that looked like a little small box that was actually just a fuse.
If you have one of those (looks like pic) or a fuse near the perko switch, turn the blower on and then try attaching the red power lead straight to the battery post real quick and see if the blower works. If it does your shortstop/fuse is bad- replace it.

The device in the pic is a circuit breaker that opens when the current going thru it exceeds its' rating. It should reset automatically when it cools down. There are types that have a little reset button on one end that must be pushed to reactivate the circuit. When replacing it be sure to get the same current rating. It is probably a 15A or 20A breaker.
