23 psi at idle, drops to 20 psi at 2500 rpms. Thoughts?

Possible fuel issue?
5.7 black scorpion fuel injected.
I went ahead and got the fuel pump. I didn’t replace the fuel cooler. Not really sure how it operates. I’m assuming there’s no moving parts and a cleaning will suffice. Any insight would be appreciated.
