Bow won't drain

I know i've seen this topic come up before but never really paid attention to it. We just got a 2002 21i type r and the bow will not drain when we take on water, usuall when waves crash over into boat. Is there a drain I don't know about or any ideas?

usually a hole or drain between stringers... might be clogged.
