Do you know how he tested it and what he looked for? Map sensors need power and ground, and the signal varies as the engine pulls vacuum. If he tested it actively, while powered, and pulled the pressure down from atmosphere, then he checked what needed to be done.

It ended up being one of the relays located next to the ECU, replaced both and that fixed the problem
