2003 Tige 21i Swim Deck Brackets

The brackets on the Transom for the swim deck are loose and leak water. How can I tighten these?

There is a storage bin in the back of the boat but it has a carpeted floor that does not seem to move. I need to get below that carpet floor as the brackets bolts just spin and will not tighten down. I need to have a wrench on each side. Any ideas?

How can I get the rear locker floor out without dismantling the boat?

You should be able to take your backseat out assuming it’s a direct drive then take the back panel out and the carpeted board on top of the fuel tank to get down there
