I only have 5psi right before the carb, which virtually no fuel comes out of the release value on the pressure gauge, just some a tiny bit of air. Would I need to replace the Hi Pressure or Low? Based on the lines, it appears to be the Hi.

Is the engine running or not?
There's no carb on your engine but the throttle body looks like one. You need to replace the high pressure pump because the fuel pressure you're reading indicates it is non-functional. The low pressure pump provides between 5-7psi and the high brings it up to 40+ for the fuel rail and injectors.Fixing everyone elses boat just so I can use mine...
