tige z1 not reaching surf speed?

over the weekend I had all ballast full on my 2017 tige z1 with me driving, 2 adults on the back seat, and one surfer. the boat was struggling to reach 10.8mph which was really strange ive never seen it do this before. the engine was screaming and temp reached 174. we emptied the bags and wakeboarded instead. this boat has the raptor 400. It ran fine empty for the rest of the day. gas tank was also full. is this normal behavior or should i be worried about loss of power or something else? my initial idea was to take water out of the bags, but we just didnt try to surf any more to play it safe.

as a side note, i plug my rear ballast to prevent leaking but one was over filled so there was a lot of water in the hull, enough that the v drive was splashing it.. not sure if thats enough weight to overload the boat's ability to reach surf speed.
