2016 R20 starboard taps plate not moving

Starboard taps plate is not moving with actuator. In demo mode actuator is making noise, plate stays in same spot, but can be moved upwards freely by hand. Can’t move down from position it rests in.

is there something inside the actuator that could be stuck or lost a locking pin?

Actuator could be bad, full of water.

I have to pull the boat out to get the actuator model no., anyone know what Tige put on 2016 R20? Several Lenco options available on Amazon
