What does this cable do that fell off the top of steering/rudder housing?

    What does this cable do that fell off the top of steering/rudder housing?

    I am working on my yearly maintenance, and I found a loose cable on the back and bottom of my boat that discounted from the top of the steering/rudder housing. The picture shows the location and plastic clip it came off of. Can anyone tell me what this does and if I just get a new clip and just put it back on. The cable goes to the side of the engine block I believe. I am thinking I will just put it back on but would like to know if there are any specs to it and its proper installation since I have no idea what it does. Any help would be appreciated.

    Grounding/bonding strap. Helps with galvanic corrosion. Find the cable, put a new ring terminal on it and reinstall on tiller arm.
