2008 Z1 Ballast won't fill

So my Z1 will not fill the ballasts. Not the v ballast up front, not the hard ballasts. Cannot hear the pumps running. Any ideas?

Do you hear the drain pumps run if you flip the switches to drain?

Ok, this points to no voltage to any of the switches. There is likely a main breaker for this. Is there a black breaker box under the helm on the wall, that has has 2 white switches? Make sure both or up/on.

Breakers are on. From under the console i can hear the right front pump, but nothing from the other 3. Is there a fuse box somewhere that I can check?
