IAC Valve Functioning Properly?

What would a proper working IAC Valve do when off the boat.... I mean like when it is in your hand... Mine is very difficult to move in and out.. Went to get a new one and they are 113.00 bucks at Autozone and Advance Auto Parts. My question is should the valve be able to move freely in and out... I tried looking at all the threads but most just say to clean it with carb cleaner... I pulled the TPS to so I can get it checked.. Also... say the valce was stuck in a certain position.. I'm guessing mine wide open.. would that create small issues for low end speed and acceleration? My thought is that it is getting to much air or not enough.. fuel seems to be getting consumed just fine though.. Thanks... I'll post pictures soon of parts..
