There is a new California law that takes affect Jan 1 to stop "Teak Surfing". See links below for more information.

My question is do you think that this covers "Wake Surfing"?

The answer would appear to be "no".

If you read the definitions section, teak surfing refers to holding onto the platform or ladder while the boat is in motion. Further down it defines body surfing as using your "body" to surf.

If you are using a rope to start surfing as most do, then I believe you are ok. There is no distance requirement so using a short rope appears to not be prohibited.

Of course the best thing to do is check with your local law enforcement agency marine division and check with them on their interpretation of the law.
