'07 RZ2 stock Ballast

I looked at a '07 RZ2 with the stock ballast and what I found was 4 switches for the pumps. I understand the rear switches but the question I have is this:

There are two switches for front U-shaped bag in the bow, STBD and PORT, I only saw 2 pumps installed, if one is to fill and the other is to drain, is a switch not used?

I know someone has an answer.:)

Should have two pumps to fill and two pumps to empty. The fill pumps are on the manifold and the empty's are on the bag.

Ahhh. I did not see the manifold. The 2 pumps I saw were on the bag, one on each side. That would explain it then. Both FWD switches are used.
