Tower caphead screw sheared off

Had one of the caphead screw shear off on the mount holding the rear tube to the gunnel. Any one know how you can access the mount to get a new screw on place or is it already threaded into a backing plate. I may want to replace them with a through bolt like some of the other tower designs. I can't get my hand in between the seat and the gunnel.

Here is the link to my post. I had a similiar incident not long ago. I wonder how many other towers this has happened to? For mine, I got a replacement bolt at home depot, have to look in the specialty bolt area. The tower is pre-threaded for the bolt to screw into. I thought about through bolting, but you would have a part sticking out.
