I found out last year that the fuel purchased off the water for boats can have the TAX refunded. You need a receipt with the gas station address and name on it. You can submit these a couple times a year. For WA State its :

Fuel Tax Section
PO Box 9228
Olympia, WA 98507-9228
Call 360-664-1838
they will explain the program and sign tou up. Its nice to get a bit back since we put over a hundred hours a year on this thing and the price is so high. Check your state to see if they have simular programs.
This applies for any gas not used on the road. You are entitled to a refund.
