Hour Meter

I have a 2001 21i I noticed that one terminal on the gauge is hot all the time the other terminal spot is open, I think when we put the new stereo in that we accidentley pulled the other wire off. I just need to know if that should be a ground or what, it seems odd that the one wire is hot at all times I would think the hour meter would just keep putting on at all times.

purple wire is ignition hot. black wire is ground.
